The City of Tucson, Pima County, and the Economic and Business Research Center at the University of Arizona have collaborated to study housing and neighborhood vulnerability within the City of Tucson and Pima County. The goal of the first phase of this study is to identify "vulnerable", or stressed, neighborhoods within our region by compiling a Neighborhood Vulnerability Index.
Known Errors/Qualifications: Five features have composite scores of 0, which caused errors calculating other fields as received. These records should be ignored by using a definition query or similar filter such as: Vulnerable = 'YES' OR Vulnerable = 'NO'

Here are the breaks in AVG_Z where vulnerable = YES:
0-7.5 = vulnerable
7.5-17.5 = more vulnerable
17.5-25.3 = most vulnerable
Not vulnerable is simply where vulnerable = NO
There is a first condition to determine vulnerability in the first place. Therefore, it is possible for vulnerable = NO to have AVG_Z > 0.
